Food Stamps in PA

I just signed up for food stamps in PA. Does anyone know if your funds are
reduced or eliminated if you do not use your Access card for a month or few
months, like what happens with regular gift cards?

Also, do places like Walgreens or Eckerd take food stamps? What about K-Mart
or Target?

any remaining balance as a penalty?

I am asking here because they did not know at the Social Services office.
